Ljubljana Named World’s Most Crypto-Friendly City
Ljubljana, Slovenia’s capital, has secured the top spot in Multipolitan’s 2025 Crypto Cities Index. This ranking surpasses major financial hubs like Hong Kong, Zurich, Singapore, and Abu Dhabi.
What sets Ljubljana apart? The city boasts a robust crypto infrastructure, forward-thinking regulations, and widespread real-world adoption. Multipolitan’s evaluation considered various factors,from tax policies and licensing frameworks to internet speeds and crypto ATM availability.
A significant factor in Ljubljana’s success is its vibrant crypto culture. The city has over 150 crypto ATMs and many retail outlets that accept digital assets.This high level of adoption,especially for its size,gives Ljubljana an edge over cities where crypto is limited to trading platforms.
Ljubljana also benefits from a strong local ecosystem. It hosts the Blockchain Alliance Europe and platforms like Blocksquare, which recently partnered with Vera Capital to tokenize $1 billion in U.S. real estate.
Hong Kong and Zurich tied for second place, thanks to regulatory clarity and economic stability. Singapore and Abu Dhabi rounded out the top five, benefiting from tax-friendly policies.
The Crypto Wealth Concentration Index also favored Slovenia. The average crypto holder in Slovenia owns around $240,500 in digital assets.
However, Slovenia plans to introduce a 25% tax on personal crypto profits in 2026. While this could generate up to €25 million annually, critics fear it might hinder innovation and drive crypto talent away.
